The fiance of a missing mum plotted her murder for months and tried to hire hitmen to kill her, police allege.
Police say Patrick Frazee, 32, who was arrested on Monday, tried to have the mother of his child killed on numerous occasions before she went missing.
Mr Frazee has been charged with two counts of first degree murder and three counts of solicitation to commit murder, The Denver Post reports.
The charges indicate authorities believe Mr Frazee tried to solicit one person or multiple people to kill the 29-year-old on at least three occasions between September 1 2018 and November 1 2018.
Police say Ms Berreth was killed on or around November 22, which was the last day she was seen alive.
Police chief Miles de Young said: “Sadly, as the charges indicate, we do not believe Kelsey is still alive. We have not found her but we believe that information is being narrowed down to help us in our search.
“Our work is just beginning, you will see a lot of law enforcement activity in the community in the coming days and even weeks as we continue our relentless pursuit of justice for Kelsey and her family.”
Officials have requested certain details of the case be kept secret as they continue to search for Kelsey’s body.
Ms Berreth’s baby girl Kaylee is being looked after by her maternal grandparents. She was briefly placed in protective custody after Mr Frazee’s arrest.
Me de Young described the search as "massive" and said they were working with around 30 FBI agents as well as local police from multiple nearby states.
Kelsey was last seen on November 22, with CCTV capturing her shopping at a supermarket on Thanksgiving.
Kaylee, one, was in a stroller, and Mr Frazee told police he picked up their daughter later that day and never saw Kelsey again.
Investigators believe she was killed just hours later at a small townhouse she had bought for herself and Kaylee.
Even though they were engaged, the pair did not live together and divided their time between Kelsey’s home and Mr Frazee’s mother’s ranch 24 km away.
Friends told investigators that Kelsey moved from Washington to Colorado to be with Mr Frazee but didn’t want to move in with him as he still lived with his mother.
Police had no idea she was missing until her mother, who lives in Idaho, asked them to make a welfare check on December 2.
The investigation took an odd turn when they found messages were sent from her phone three days after she was last seen.
One message was to Mr Frazee and another was to Doss Aviation, her employer, telling them she wouldn’t be at work for the next week.
It was then discovered her phone had pinged off a phone tower 1200km away in Idaho.
Investigators then thought the flight instructor may have made a last minute decision to visit her mother but crashed the plane en route.
But her mother Cheryl said her daughter had never mentioned plans to come and see her when they last spoke.
Mr Frazee failed to report his fiance missing and then didn’t help in the search.
He also refused to speak to journalists reporting on the case.
Mr Frazee is expected to enter a plea at his court appearance on January 29.
