Ministers will introduce a Bill to allow farms to grow genetically modified plants that are more resistant to disease or need less water or fertiliser. Plans are said to have been in place since Brexit but the war in Ukraine is thought to have escalated the scheme.

Last week Andrew Bailey, the Governor of the Bank of England, warned of the “apocalyptic” effect Vladimir Putin’s invasion of Ukraine was having on food prices and supplies.

Environment Secretary George Eustice said the new Bill could be “imperative to global food security”.
