Mr Macron spoke to the European Parliament on Monday and said he wants a “new European political community” which allows countries such as the UK to integrate more with Brussels.

In what appears to be a retort to Russian President Putin who is anti-Europe, Mr Macron said the organisation “would enable democratic European nations who adhere to our values to find a new space for political cooperation”.

Members would work together on security, transport, energy and investment and could agree to make it easier for young people, tourists and workers to travel between member countries.

He continued: “Joining wouldn’t mean that you couldn’t in the future join the European Union. And it also wouldn’t be limited to those who have left the European Union.”
