City are finding it difficult to sell all their allocation of tickets with around 25,000 having been bought for their fourth trip to Wembley this season.
They returned 2,000 extra tickets, in addition to their 30,000 allocation, back to the Football Association.
Fans are angry that they will find it difficult to return to Manchester after the 5.30pm kick off with the last train from London Euston leaving at 9.24pm.
City have three games in the capital over eight days, as they also take on Tottenham in the Champions League and then Crystal Palace after the semi-final.
